(a) The Director shall issue a Supplier License after finding that an Applicant meets the requirements of the Act and these Rules.

(b) It shall be unlawful for any Person to offer or provide services, goods, software, or components to a Sports Wagering Operator or Service Provider in this State without a valid Supplier License issued under G.S. 18C-907 and Subchapter A, Section .0200 of these Rules.
